Two different questions get mixed up:

1. The company’s licence — the rules the bookmaker itself sits under. That is about the company.
2. Your legality — whether a person living in Bangladesh may bet. Here the law is clearer than in many markets: gambling is prohibited. The grey area is in enforcement against players, not in whether gambling is legal.

The legal framework

Public Gambling Act, 1867. Bangladesh inherited this colonial statute. It criminalises keeping or operating gaming houses. It predates the internet and does not address online betting directly. The prohibition on gambling is still the baseline.

The 2019 anti-casino drive. A high-profile government crackdown shut down illegal casino operations in Dhaka. That reinforced that enforcement targets operators and organisers.

BTRC site-blocking. The Bangladesh Telecommunication Regulatory Commission periodically orders ISPs to block betting and gambling domains. Operators respond with mirror domains and apps. Access is intermittent rather than impossible.

Bangladesh Bank & payments. Press reports say the central bank has acted against payment channels and agents that handle gambling transactions; we have not read a Bangladesh Bank circular. That is why deposits and withdrawals can stop working without notice. The pressure is on the money rails.

The 2025 cyber ordinance — online gambling named, participants included

The Cyber Security Ordinance 2025 ended the era of stretching an 1867 statute over the internet. It was gazetted on 21 May 2025 and took effect immediately, replacing the Cyber Security Act 2023 outright. Its Section 20 makes it a punishable offence to create, operate, promote, support, advertise — or take part in — any online gambling platform, app or device, with penalties of up to 2 years in prison, a fine of up to Tk 1 crore, or both. Promoting gambling on Facebook, YouTube, TikTok and similar platforms is covered too, and the government has declared a zero-tolerance line on gambling advertising.

Enforcement followed quickly. The police Criminal Investigation Department ran a national campaign under the ordinance, identified thousands of financial accounts linked to illegal betting, and referred over a thousand mobile-money agents to Bangladesh Bank for licence cancellation. For a bettor the practical reading is blunt: the account you deposit from can be flagged, the agent you use can lose their licence, and the "players are never mentioned in the law" comfort is gone. Documented cases still target the supply side — but that is an enforcement choice now, not a legal gap.
