The short answer

The law bans gambling. There is no legal licence for online sports betting. People still reach overseas sites. That is a grey area in practice, not a green light.

  • What to do: treat this as a risk briefing, not a sign-up page.
  • What changed in 2025: the Cyber Security Ordinance made online gambling — including taking part — a named offence with up to 2 years in prison or a Tk 1 crore fine.
  • Main condition: the BTRC blocks betting domains and Bangladesh Bank squeezes gambling payments.
  • Enforcement so far: pressure falls on operators, promoters, agents and flagged financial accounts. There are still no widely documented prosecutions of ordinary bettors — but the legal basis for them now exists.

The company’s licence vs your legality

Two different questions get mixed up:

  1. The company’s licence — the rules the bookmaker itself sits under. That is about the company.
  2. Your legality — whether a person living in Bangladesh may bet. Here the law is clearer than in many markets: gambling is prohibited. The grey area is in enforcement against players, not in whether gambling is legal.

The legal framework

Public Gambling Act, 1867. Bangladesh inherited this colonial statute. It criminalises keeping or operating gaming houses. It predates the internet and does not address online betting directly. The prohibition on gambling is still the baseline.

The 2019 anti-casino drive. A high-profile government crackdown shut down illegal casino operations in Dhaka. That reinforced that enforcement targets operators and organisers.

BTRC site-blocking. The Bangladesh Telecommunication Regulatory Commission periodically orders ISPs to block betting and gambling domains. Operators respond with mirror domains and apps. Access is intermittent rather than impossible.

Bangladesh Bank & payments. Press reports say the central bank has acted against payment channels and agents that handle gambling transactions; we have not read a Bangladesh Bank circular. That is why deposits and withdrawals can stop working without notice. The pressure is on the money rails.

The 2025 cyber ordinance — online gambling named, participants included

The Cyber Security Ordinance 2025 ended the era of stretching an 1867 statute over the internet. It was gazetted on 21 May 2025 and took effect immediately, replacing the Cyber Security Act 2023 outright. Its Section 20 makes it a punishable offence to create, operate, promote, support, advertise — or take part in — any online gambling platform, app or device, with penalties of up to 2 years in prison, a fine of up to Tk 1 crore, or both. Promoting gambling on Facebook, YouTube, TikTok and similar platforms is covered too, and the government has declared a zero-tolerance line on gambling advertising.

Enforcement followed quickly. The police Criminal Investigation Department ran a national campaign under the ordinance, identified thousands of financial accounts linked to illegal betting, and referred over a thousand mobile-money agents to Bangladesh Bank for licence cancellation. For a bettor the practical reading is blunt: the account you deposit from can be flagged, the agent you use can lose their licence, and the "players are never mentioned in the law" comfort is gone. Documented cases still target the supply side — but that is an enforcement choice now, not a legal gap.

Where these facts come from

Gambling law is the one thing on this site you should not take on our word alone:

Bangladesh and Nepal are the two markets on this site where the offence reaches the player and not only the operator, so read the source before you decide this page is being dramatic.

Tax on winnings

Bangladesh has applied withholding tax to betting-related winnings. Such income can be taxed under National Board of Revenue (NBR) rules. Exact rates and how they apply to overseas play change over time. Enforcement is inconsistent. Keep records of deposits, bets and withdrawals. Check current NBR guidance or a local accountant. This is not tax advice.

How Bangladesh differs from Pakistan (and India)

Readers often land here after a South Asia “is it legal?” search and expect one answer for BD, PK and IN. The statutes and enforcers are different:

  • Bangladesh: Public Gambling Act 1867 baseline. BTRC domain blocks. Bangladesh Bank pressure on payment agents. Player rails bKash / Nagad / Rocket. Tax conversation via NBR withholding.
  • Pakistan: Public Gambling Act + Prevention of Gambling Act 1977 + qimar framing. PTA app/domain blocks. State Bank gambling-transaction friction. Rails JazzCash / EasyPaisa. No dedicated player betting-winnings tax like BD’s withholding story — see Pakistan legality.
  • India: state-by-state 1867 Act texture, GST/TDS layers, UPI-first product. Not a single federal “banned + blocked” twin of BD. See India legality.

Bangladesh is also the only one of the three where a 2025 law names online gambling participants directly — Pakistan and India still work from older statutes and blocking orders. If you came for the practical side, the Bangladesh promo guide covers the bKash flow and the taka numbers.

If you choose to bet — reduce the risk

  • Finish an ID check early so withdrawals are not delayed — see how to register.
  • Use mobile money you control (bKash, Nagad, Rocket) and withdraw to the same one — see bKash deposits. Press reports say gambling-flagged accounts and agents have been referred to Bangladesh Bank; we have not read a circular.
  • Expect payment friction — methods can stop working when banks act. Crypto is the most resilient channel.
  • Keep records for any tax reporting.
  • Bet only what you can afford — see responsible gambling.
  • Read the offer before depositing — bonus account rules and full bonus terms. Check whether the operator itself is trustworthy — our independent is 1xBet safe & legit review.

Is 1xBet legal in Bangladesh — FAQ

Is 1xBet legal in Bangladesh?

No. Gambling is broadly illegal in Bangladesh under the Public Gambling Act 1867, and the Cyber Security Ordinance 2025 made online gambling — including taking part in it — a named criminal offence. 1xBet is not licensed in Bangladesh; it still accepts Bangladeshi players in taka. Documented enforcement so far has fallen on operators, promoters and payment agents rather than ordinary bettors, but the law no longer treats online play as a grey area. This is information, not legal advice.

What does the Cyber Security Ordinance 2025 change?

Section 20 of the 2025 ordinance makes creating, operating, promoting, supporting, advertising — or taking part in — any online gambling platform a punishable offence: up to 2 years in prison, a fine of up to Tk 1 crore, or both. It also covers gambling promotion on social media. Police (CID) began a national enforcement campaign under it, identifying thousands of financial accounts linked to betting and referring over a thousand mobile-money agents to Bangladesh Bank.

Does the government block betting sites in Bangladesh?

Yes. The Bangladesh Telecommunication Regulatory Commission (BTRC) periodically blocks betting and gambling domains. press reports say Bangladesh Bank has acted against payment channels used for gambling — we have not read a Bangladesh Bank circular. Players often reach sites via mirror links, apps or VPNs. Blocking and payment friction are real and can change.

Can I deposit on 1xBet with bKash in Bangladesh?

1xBet supports taka and mobile money such as bKash, Nagad and Rocket, alongside cards and crypto. Any single method can stop working because of bank policy and pressure on gambling transactions — and since 2025, mobile-money agents caught routing gambling money have been referred for licence cancellation.

Why do my deposits sometimes fail?

Bangladesh Bank restricts gambling-related transactions and, under the 2025 enforcement drive, agents processing them risk losing their licences. Mobile-money and card routes can stop working; operators rotate payment channels. Crypto tends to be the most resilient method.

Are betting winnings taxed in Bangladesh?

Bangladesh has applied withholding tax to betting-related winnings and transactions. Income can be taxable under National Board of Revenue (NBR) rules. Rates and enforcement change. Keep records and check current NBR guidance or a local accountant. This is not tax advice.

Will I be prosecuted for betting?

Under the 2025 ordinance, taking part in online gambling is on paper a punishable offence — that is a real change from the old operator-only framing. Documented enforcement has so far focused on operators, promoters, agents and the financial accounts moving the money, not on prosecuting ordinary bettors. That is a description of enforcement to date, not a guarantee. Weigh the risk yourself.
